The HomeBase campaign is dedicated to expanding awareness of CTZNS projects, invaluable resources, and vibrant media & entertainment offerings within Baltimore.
This 5-year initiative is a daily renewal of our commitment to Baltimore. Our vision includes media resource centers, studios, education programs & initiatives, and various projects that will shine, right from Baltimore.

We believe in the future of Baltimore


The CTZNS was founded in suburban Washington, D.C in 2017, but was re-organized in Baltimore, MD on January 16th 2023. Multiple CTZNS projects had been in production during that time. CTZNS’s work in Baltimore allowed the group get familiar with the city’s past, present, and future. It became evident that Baltimore was home and CTZNS will be a part of its bright future.

Global Authority in Media & Entertainment, From Baltimore


We envision Baltimore as the preeminent media and entertainment hub of the east coast. A stimulating crossroad for artists, visionaries, entertainers, and influencers to create empowering content to fuel the world with light. A land of opportunity for local leaders and visitors to shine globally, as one community.
In its 2023 legislative session, the Maryland General Assembly established the Maryland Entertainment Council (MEC). This is Maryland’s pledge to develop media and entertainment opportunities across the state, showing a clear interest in growing the state’s influence within the industry. A vision that also powers the CTZNS.

To Help Change the Tide in Baltimore


Statistics show that Baltimore’s population is shrinking. We aren’t shy about admitting that. The city was listed among the Top 15 Biggest Cities Facing Depopulation by 2100 (Insider Monkey). We believe in a vision of stimulating Baltimore’s future and growth through the development of its science, technology, engineering, arts, and mathematics opportunities. Making it a media and entertainment hub is at the base of that vision. Turning Baltimore into a CTZNS city will elevate the community and its local economy.

Project HomeBase, authored by Brian James and produced by The CTZNS, is the anchor of all current CTZNS operations. Our macro goal is to strengthen Baltimore’s media and entertainment appeal through 50 million shares and 100 million views (or streams) of original media, produced right from Baltimore. This is an ambitious goal that will empower our community. We believe in what we’re building. All exterior funding will support media production, event design, research & development, and more.
